Comprehensive expansion of infrastructure in India using the public private partnership model : a descriptive study

Abstract

The new look, rapidly progressing India is currently racing forward to achieve the target of becoming the 3rd largest economy in terms of the GDP. Such a speedy growth would require substantial investment in infrastructure to foster rapid economic progress. The plan makers in India have increasing depended on Public Private Partnership (PPP) model for infrastructure augmentation. PPP projects have been implemented in diverse sectors  like ICT, airports, roadways, integrated solid waste management, natural gas and other aspects of urban and rural development. This paper attempts to focus on the role of PPP in creating sustainable infrastructure to boost up production and employment. The paper evolves the various actions taken by the Govt and support and encouragement provided to such projects to help them achieve their targets successfully.  The main objective of this paper is to explore the different methods by which public private mode of development model can be adopted and to bring out the fact that how the adoption of these methods have led to rapid infrastructure development in India. The research methodology adopted is secondary data based descriptive study. The data has been collected from the website of  different ministries of the Government of India, from the information provided by the various State governments regarding the PPP projects carried out in those states and also from World Bank data. The PPP projects which were initiated in the last 5 years ( 2020 – 2025) were mainly considered. The data has been collected through systematic literature review and published statistical reports. Mainly content analysis, i.e. analysis of the charts and graphs were done to establish the success of the PPP projects.

The data analysis leads to the conclusion that the Govt. has established a national Institutional framework to supervise and coordinate PPP ventures and to provide support through acquisition of land, obtaining necessary clearances, funding the viability gap and creating some long term funding Institutes dedicated to finance these ventures through some innovative funding tools like Infrastructure Investment Trusts (InVIT), Real Estate Investment Trusts (REIT),  Green bonds, non-resource funding and other sources of traditional funding. As many as 1800 projects have been implemented in India through the PPP scheme as on March 2025 with a total cumulative investment of nearly 224 lakh crore. The progress of PP projects lies in bringing about policy reforms, risk management and effective monitoring and evaluation of the projects.
