Abstract

Purpose:The study aims to explore how digitalization and the strengthening of global linkages can transform Maharashtra’s commerce ecosystem. It focuses on enhancing competitiveness, inclusiveness, and export growth through the integration of digital technologies and policy initiatives that empower micro, small, and medium enterprises (MSMEs). Methodology:This research employs a mixed-methods desk analysis based on secondary data from government reports, academic studies, think-tank publications, and credible news sources spanning 2018–2025. The analysis identifies trends, policy initiatives, and structural challenges related to digital payments, e-commerce adoption, logistics infrastructure, and export promotion within Maharashtra. Findings:The results reveal Maharashtra’s strengths in export capacity, digital payments adoption, and industrial diversity. However, persistent gaps remain in MSME digital readiness, logistics efficiency, and regulatory integration. The study recommends initiatives such as targeted digital literacy programs, enhancement of digital public infrastructure, improved connectivity, digitization of supply chains, and governance reforms to support the creation of Global Competence Centres (GCCs) across tier-II and tier-III cities. Implications:The findings emphasize the need for cohesive digital and trade policies to promote MSME inclusion, accelerate export diversification, and strengthen the state’s participation in global value chains. Implementing these strategies can position Maharashtra as a digitally empowered and globally competitive economic hub. Originality:This paper uniquely integrates perspectives on digital transformation, export facilitation, and inclusive commerce within the context of Maharashtra. It provides an actionable framework for linking digital infrastructure development with trade competitiveness and regional economic inclusion.
